Wget new percentage function

WHAT IS THIS?
This is alternative implementation of print_percentage()
function in Wget. This is only for 'dot-style' progress:
wget --progress=dot ...
The output is can be found in 'sample-output.txt' file in this package
or at the end of this document.
After the dot lines there are 3 figures: current percentage, speed and
estimated finish time in minutes (MM:SS).
( GNU Wget is a free network utility to retrieve files from the World
Wide Web using HTTP and FTP, the two most widely used Internet
protocols. It works non-interactively, thus enabling work in the
background, after having logged off.
